What's actually different about this heat event

California homes — particularly those built before 1990 in coastal and foothill communities — were not designed for sustained extreme heat. Many lack central air conditioning. Radiant barrier insulation is still not universal in older stock. This is not a hypothetical vulnerability. During the 2020 heat event, CAISO issued rotating outage orders affecting hundreds of thousands of customers.
