A Prowers Journal report this week described a coalition of water managers dedicating 2,500 acre-feet of Fryingpan-Arkansas Project water to sustain flows in the Upper Arkansas River during what the partners are calling a historic drought. The water is targeted at recreation and fisheries — not municipal supply — but the underlying signal matters well beyond the river guides and trout.

The Fryingpan-Arkansas Project (FryArk) is the plumbing that moves West Slope water under the Continental Divide to serve Pueblo Reservoir and much of the Arkansas River basin. When partners have to make emergency dedications just to keep the river biologically functional, it means the system is operating with very little slack.

What's actually changing

Colorado is in a drought cycle that has compressed the state's water buffers faster than the infrastructure was designed to handle. The Arkansas basin supplies municipal water to Pueblo, Colorado Springs, and communities across the Eastern Plains. Pueblo Reservoir is the central node — it catches FryArk transmountain diversions and releases them downstream on demand.

When reservoir storage drops and river flows fall below minimum thresholds, water managers face a sequencing problem: they have to prioritize senior water rights holders under Colorado's prior appropriation doctrine. Municipal utilities hold strong rights, but the margin between "plenty" and "curtailment notices" shrinks quickly in a dry year. The 2,500 acre-foot dedication described by The Prowers Journal signals that managers are already making triage decisions — pulling from available storage to hold the line ecologically rather than letting the river drop to crisis levels.

None of this means Colorado Springs or Pueblo customers lose water tomorrow. What it means is that the system is tighter than normal, and households that have never thought about their water supply are now one bad monsoon season away from outdoor watering bans, tiered pricing, or pressure reductions.

What we'd actually do

Check your municipal utility's current reservoir storage level, and set a calendar reminder to check again in October. Colorado Springs Utilities publishes Pueblo Reservoir storage data on its website. The Pueblo Board of Water Works does the same. One number — storage as a percentage of capacity — tells you more than any news headline. If you see it drop below 50 percent by late fall, that's a planning signal, not a panic signal.

Store a two-week supply of drinking water before September. The standard guidance is one gallon per person per day. For a family of four, that's 56 gallons — six to seven standard water containers from any hardware store, roughly $60–$80 total. This isn't about municipal failure; it's about pressure drops, main breaks, or short-notice boil advisories that happen more frequently when systems run stressed and crews are stretched.

Audit your outdoor water use and find one permanent reduction. Outdoor irrigation accounts for roughly half of residential water use in Colorado's drier months, according to state water conservation data. Replacing one section of lawn with xeric plantings, adjusting sprinkler schedules to early morning only, or fixing a single slow leak can cut hundreds of gallons per billing cycle. Utilities under drought stress tend to implement tiered pricing before hard restrictions — cutting use now locks in lower rates when those tiers arrive.

Know your local Stage designations before they're declared. Most Colorado Front Range utilities use a Stage 1 through Stage 4 drought response framework. Stage 1 typically means voluntary reductions. Stage 3 often means odd/even watering days and fines. Look up your utility's specific trigger thresholds now — not after the announcement. Aurora Water, Colorado Springs Utilities, Denver Water, and Pueblo Board of Water Works all publish these plans publicly.

If you have a well, test it this fall and document the static water level. Rural Colorado households on private wells are more directly exposed to drought than municipal customers. A static water level test in fall — after the driest stretch of the year — gives you a baseline. If the level has dropped measurably from previous years, that's information worth having before you need a pump replacement in an emergency.


The Arkansas River has been contested water for more than a century. Colorado and Kansas fought over it in the Supreme Court. The FryArk Project was built specifically because the basin couldn't sustain the demand placed on it from natural flows alone. A 2,500 acre-foot emergency dedication is not the apocalypse — it's experienced water managers doing their jobs. But it's also a system showing its limits in real time.

Durable households aren't the ones with the most stored water. They're the ones who know where their water comes from, what the warning signs look like, and what two or three inexpensive changes would reduce their exposure. August is the right time to make them.
