Puerto Rico's water authority began rotating cutoffs this summer, affecting hundreds of thousands of households across the island. A report this week from The Washington Post describes reservoirs drawn down by drought and an aging infrastructure that has little buffer when rainfall disappears for weeks. Residents are filling buckets before the shutoff window arrives. It is a scene that most Washington state households would not expect to recognize. They should look more carefully.

What's actually changing in Washington

Western Washington does not feel like drought country. The Olympic Peninsula gets more than 100 inches of rain annually in places. Seattle averages around 38 inches. But Washington's water system is snowpack-dependent, not rain-dependent, and that distinction matters enormously in summer.

The Washington State Department of Ecology tracks drought conditions annually. In recent summers, the agency has issued drought declarations for significant portions of Eastern Washington and, in drier years, parts of Puget Sound as well. Store a realistic minimum of drinking water. The standard guidance is one gallon per person per day for two weeks. For a family of four, that is 56 gallons — not a six-pack of water bottles. Food-grade 5-gallon jugs are inexpensive and stackable. This is not about surviving a collapse; it is about not competing for bottled water at a Fred Meyer if a main breaks or a boil notice drops unexpectedly, which happens in Washington several times a year in smaller systems.

Audit your outdoor water use and identify what you can cut first. Lawn irrigation is typically 30-50% of residential water use in summer, according to utility data patterns. Knowing which zones on your drip system are essential (food garden, fruit trees) versus cosmetic (grass) means you can comply with Stage 1 restrictions without losing what matters to you. Do this audit now, not during a shortage.

If you're on a well in Eastern Washington, have it inspected this season. A well that tests fine in April may behave differently in August when the water table drops. A licensed well driller can check static water level and pump position. This is a $150-300 service call that tells you whether your margin is comfortable or thin before you find out the hard way.

Puerto Rico's rationing is a reminder that water security is not exotic preparedness territory. It is basic household resilience. Washington's infrastructure is generally sound, and large utilities have real reserves. But sound infrastructure and adequate reserves are not the same as unlimited supply, and August is when the gap between them shows up.

The goal here is not to stockpile water in anticipation of catastrophe. It is to understand your specific system, know its limits, and have a plan that takes two to four hours to build and costs almost nothing. That is the durable household: one that does not need to react in a crisis because it already knows what it would do.
