That figure held flat from the prior week — zero percent change. In drought tracking, a plateau in midsummer is not neutral news. The Sierra snowpack, California's de facto water savings account, is depleted by late July every year. What replenishes reservoirs and groundwater through summer is either managed releases from storage or whatever carryover the wet season left behind. When dryness conditions stop improving in late July, they are almost certainly not going to improve until November at the earliest, and only then if the first storms arrive on time and heavy.

What's actually changing

"Abnormally dry" is the lowest classification on the U.S. Drought Monitor scale — below moderate, severe, extreme, and exceptional drought. Some readers will see 60% and "abnormally dry" in the same sentence and conclude this is mild. That reading misses the trend.

Abnormal dryness at this scale, with no week-over-week improvement heading into August, is a setup condition. It does not guarantee the classifications worsen. It does mean that any September heat dome, any delayed start to the rainy season, any below-average precipitation November through January, compounds on a base that is already stressed. The Central Valley, the North Coast ranges, and parts of the Sierra foothills — which feed water to tens of millions of Californians either directly or through agricultural supply chains — are all inside that 60%.

Households do not need to panic about this. They do need to stop assuming the tap runs the same way in year three of a building dry trend as it did in a normal year.
