A report this week from Anadolu Ajansı details that the United States federal government has ordered substantial cuts to Colorado River water allocations for three of the river's lower basin states: California, Nevada, and Arizona. The directive comes as Lake Mead and Lake Powell — the two largest reservoirs on the Colorado River system — continue to face historically low storage levels driven by prolonged drought and overallocation of the river's flows across the West.
Arizona is among the most directly affected states by these reductions. The state draws a significant portion of its water supply through the Central Arizona Project (CAP), a 336-mile aqueduct system that moves Colorado River water from Lake Havasu near Parker, Arizona, to the Phoenix and Tucson metropolitan areas. Arizona holds a junior priority water right under the 1922 Colorado River Compact, meaning it is among the first in line to face cuts when the Bureau of Reclamation declares shortage conditions on the river. The Arizona Department of Water Resources (ADWR) has been coordinating with municipal water providers and agricultural users across Maricopa, Pinal, and Pima counties to manage the cascading effects of reduced CAP deliveries.
The cuts represent a continuation of shortage declarations that began in 2021, when Lake Mead dropped below the 1,075-foot elevation threshold that triggers federally mandated reductions. Agricultural users in Pinal County, who rely heavily on CAP water for irrigation of crops including cotton and alfalfa, have already seen deep cuts in recent years and are expected to absorb further reductions under the new federal order.
For Arizona residents and communities thinking about resource continuity, the water situation carries implications that extend well beyond agricultural economics. Arizona's municipal groundwater banking program — which has allowed cities like Phoenix, Scottsdale, and Tucson to store Colorado River water underground during surplus years for later recovery — represents one of the state's primary long-term buffers against shortage. The depth of those underground storage accounts, managed through the Arizona Water Banking Authority, will play a central role in how effectively urban areas can weather extended CAP delivery reductions. Arizona's electricity grid, managed in part through the Western Interconnection, also has indirect exposure to water availability, as several power generation facilities in the state rely on Colorado River basin water for cooling operations. Water scarcity affecting the grid, municipal systems, and agriculture simultaneously represents a convergence of stress points that Arizona's infrastructure planners are actively working to model and address through agencies including ADWR and the Arizona Department of Environmental Quality (ADEQ).
