Puerto Rico's municipal water authority has been cycling neighborhoods on and off-grid water for hours at a stretch, forcing residents to store what they can in buckets and tubs before the pressure drops again. Puerto Rico is not Oregon. But the mechanism is familiar to anyone who's watched Bend's growth curve, tracked the Deschutes River compact negotiations, or noticed how late the snowpack has been running in the Cascades over the past several summers.
What's actually changing in Oregon's water picture
Central Oregon draws heavily on the Deschutes Basin, a system that is already over-appropriated under Oregon water law — meaning senior rights holders (mostly agriculture) can legally take precedence over municipal users during shortage years. The Oregon Water Resources Department publishes curtailment notices when this happens; they are not hypothetical. Bend, Redmond, and Sisters have all grown faster than their historic water planning assumed.
The Willamette Valley is not immune. Portland's Bull Run watershed reservoir system has deep storage capacity, but Metro-area drought years and wildfire-risk closures to the watershed have shown that the redundancy people assume exists is thinner than the infrastructure implies.
What Puerto Rico illustrates is the operational gap between "we have water infrastructure" and "our household can function when that infrastructure is intermittent." That gap is the useful thing to think about here.

Store a minimum of 28 gallons per person in food-grade containers before September. That covers two weeks at a gallon per person per day for drinking and basic sanitation. Rotate with your tap water every 12 months. Know your utility's drought contingency plan before you need it. Bend Utilities and the City of Redmond both publish water shortage response plans. Find yours, download the PDF, and note at what trigger level outdoor watering gets restricted versus when indoor use gets limited. Most Oregon households don't know this document exists. Test and document your hot water heater's tank volume. A standard 40-50 gallon water heater tank is already full of potable water that most people overlook in an emergency. Know where the drain valve is and whether it works. This is free stored water you already own. Drain a quart from it annually to flush sediment and confirm the valve isn't frozen with corrosion.
If you have a garden, water before 8 a.m. and track it. This is less about emergency prep and more about building the habit of conservation-awareness. Oregon's voluntary water conservation programs — and eventual mandatory ones, if curtailments deepen — will reward households that already have efficient watering habits. Drip irrigation on a timer is a one-season capital investment that pays for itself in water bills alone in Oregon's dry summers east of the Cascades.
The bigger picture
Puerto Rico's rationing isn't a worst-case preview of Oregon's future. It's a present-tense illustration of what "the water comes from somewhere" actually means when that somewhere gets stressed. Oregon households are not helpless in this picture. The state's water law is complex but functional, and most municipal systems have meaningful reserves.
The goal is not to stockpile against collapse. It's to build a household that handles a 72-hour disruption — a broken main, a smoke-event system shutdown, a curtailment notice — without a crisis. That's a low bar. Most families aren't over it yet.
